CITES permits and certificates are issued on the basis of the Law on (in preparation) of the Convention on International Trade in Endangered Species of Wild Fauna and Flora CITES,and the Law on Nature protection ("Official Gazette of Macedonia", No. 67 /04):
The European Union, along with the United States of America, China and Japan, represents one of the world's largest markets for wild species, especially in consumer terms. Therefore, the EU bears a great responsibility for the protection of wildlife. Due to the existence of the single market of the European Union and the absence of internal borders, the EU has passed a number of regulations on cross-border traffic and wildlife trade, tzv. Wildlife Trade Regulations, which implement CITES uniformly throughout the EU territory, and the provisions of those regulations are directly applied by all member states. In addition, the EU has enforced the provisions of the CITES Convention on its territory, and has introduced trade controls for some types of plants and animals that are not listed on CITES. Therefore, the types listed in the additional conventions in the European regulation are listed in special annexes, depending on their threat and degree of protection: Annex A lists species that are on CITES Appendix I, that is, species that are endangered and trade in examples of those species taken from the wild is prohibited. Trade in the species listed in appendix A is allowed in exceptional cases such as scientific research or breeding for the purpose of preserving the species. Annex A also includes some species listed in other appendices of the convention, but considering that they are endangered species, any form of trade can have a negative impact, and trade in these specimens is prohibited in the EU area. Appendix B includes species listed in CITES Appendix II, but also some species not listed in the appendices of the convention. Annex C includes the types listed in Annex III Convention Annex D includes species that are not listed in the additional conventions, but due to the large quantities of specimens of these species that are annually imported into the EU, it is justified to monitor trade, that is, imports with the aim of timely reaction if it is established that trade could have a negative impact on the state of species conservation . This regulation also prohibits the importation of certain species of plants and animals into the EU, due to the suspicion that such imports could have a negative effect on the populations of those species in nature. Details of implementation of the mentioned rules in Hrvatska prescribes the Law on border crossing and trade in wild animals. Currently, among the species listed in the appendices of the Convention and European regulations, there are XX species native to the Republic of North Macedonia, XX of which are prohibited from commercial trade.
For species from Annexes I and II of the Regulation on cross-border trade and protected trade it is necessary to attach:
For species from Annex I, II and III of the Ministerial Ordinance on movement and trade in protected species the following documents are to be submitted:
